all dependencies are available in the workshop and are not blocked
if I remove all the dependencies and leave only the armra reforger that comes with the mod, it still gives me an error when I try to load it

You cannot upload empty mods. Not sure if it will be changed, but for now, you need to have some content in the mod. It can be even single empty config or emat.
For ACE All in One, we just override a config without making any actual changes to it.
I don't know what exactly helped, but I followed both of the comments above, and it worked.
