Issue Description:

The accompanying game master scenario "Game Master - Faircroft Islands" allows you to save progress but it doesn't allow you to load a savegame.

This bug is widespread amongst other custom terrains according to the discord.

I'm not sure which parameter(s) need to be activated in Tools to allow for loading in gamemaster however "Is Saving Enabled" is ticked in the conf file.

Is this specifically a mod issue or a game issue?

Steps To Reproduce

Download and activate Faircroft Islands on the workshop
Go into the game master scenario and plop a unit down
Save as and attempt to load the save game
The load savegame menu is empty

You can also reproduce this on other custom terrains such as Denali
