Issue Description:
Occupants cannot switch seat to the commander seat. The only way to enter commander seat is to exit the vehicle and enter the commander seat from outside. Once seated in the commander seat you are able to switch to any other seat

NOTE: the attached video, I edit clip to remove unnecessary frames of me exiting veh and re-entering into it using the door context option "Enter as Commander"

Steps To Reproduce
  1. Enter BTR as driver (or any other occupant)
  2. look over at the commander seat in first person and notice you cannot switch to commander seat ---
  3. exit btr
  4. enter cmdr seat from outside of vehicle
  5. once in commander seat, notice you can switch to any other seat but once switched you cannot switch back to commander seat
