Issue Description:
Editing Scenario Properties / Global Arsenal Mode Unrestricted doesn't allow for ALL items to be unlocked. This should be the work around for the rank lock as it allows for the sniper to be unlocked but doesn't allow for any other weapons or ammo to be used until rank is reached.

This needs to be fixed to allow servers that want their players dressed out and armed up at the beginning of the match.
