Issue Description:
Currently, there is no native tool with which to have the server make periodic text (or even text-to-speech) announcements during game-play. A tool like this could help keep a community informed of play tips, server news, expectations, etc.
Try and create a regularly scheduled announcement which has your server inform your players about e.g. the Geneva Conventions ever 30 minutes.

GNU+Linux has the fortune and rig tools which are Freely licenced and might be of use
A custom, quotation or notification database could be created bundled in a .txt file or .json array.
Have an example quotation or notification database, and a GUI to indicate whether they should be chosen at random or in sequence and specify the period between notifications in seconds/minutes.
Have some hooks so that text-to-speech can be utilized, too.
