**Issue Description: Currently the default load-out in conflict only costs 20 supplies, while the equipment that you are provided with should actually cost 59 supply. this discount actually nerfs any attempts to make low cost load-outs which hampers build diversity as you are inadvertently funneling people into just using one load-out and only one load-out.
I propose a slight change to the system to reward players that do their best to create load-outs that are low cost and only provide them with the gear they desperately need, rather than the current "use the default rifleman load-out or bring the whole kitchen sink" mindset people are currently in.
To do this first remove the discount the default rifleman load-out has so other low cost load-outs are not disadvantaged and consider changing the current spawn system to allow custom load-outs regardless of if there is an arsenal or not so long as your custom load-out does not exceed a specific supply amount (somewhere between 40-70 supplies should be reasonable as the default load-out without the Armour vest is only 34 supply.
If this is too much effort then another reasonable solution would be to simply add more default load-outs to the list to give people more default classes to play as. Including the basic, auto-rifleman, medic, grenadier, AT rifleman would go a long way to keep the game play fresh even when there is no arsenal on the point, and move us away from the "battle of 1000 basic riflemen" that we currently have. sticking to just those classes would also work with the upcoming changes to restrict the scopes, marksmen rifles and medium machine guns to the corporal rank too, however you may need to change the scoped version of the AK74 U to private instead of corporal unless you wanted to change the AT rifle man load-out to have a normal AK-74 instead**
