Since 1.27, players seem to get stuck in swimming animation inside the Livonia bunker.

To quote a player:

Me and a couple friends were looting in Bunker. We were on our way out through the tunnel/water system when I got stuck in a glitch. I was stuck in the swim animation and couldn't move
