It's not rare that Arma 3 defaults to a lower refresh rate (often 85Hz or 60Hz) and you have to manually set your refresh rate (if you really care / notice) in Arma3.cfg.

I'd say the majority of everyone playing the game haven't noticed it themselves. Althought if it does get sorted gameplay will feel a lot smoother for those same people.
