Issue Description:

  1. The number of objects placed by the game master outside and placed by players inside the game (from the headquarters) is not coordinated. More can be placed from the headquarters than the master can afford, and the master's limit will be reduced.
  2. After loading a saved game, additional objects appear that were not in the game. This reduces the Game Master's limits to zero.
  3. Smokes do not disappear after use.

If you saved the game with smokes, they are not removed from it and will appear with each load.

In its current state, the game master mode is not playable!!!

Steps To Reproduce
  1. Start: Game Master - Arland.
  2. Press the "V" key.

2.1 Set available factions: USSR and USA.
2.2 Global supply usage: - YES.
2.3 Weather - sunny.
Other settings - unchanged.

  1. Set all "Set" objects separately for the USSR and USS factions, one object each from the bunker to the gas station. I did this at the airfield as shown in picture 1 (USA camp A1 and USSR camp B1).
  2. Additionally, place one USSR and US command post in other places (not next to each other). I did this as shown in picture 1 (Camp A2 and Camp B2).
  3. Set the amount of supplies in the camps to 100%.
  4. Pay attention to the budget of the objects and remember them!!!:
  5. system budget = 92% (almost at the limit).
  6. cars = 18% (even though you didn't place them).
  7. Place a US soldier in camp A1.
  8. Place a player (USSR) in camp B1.
  9. Place colored smokes anywhere (as long as you have the limit). I did it next to camp B1 (as in picture 2). You can place a maximum of 13 colored smokes (the system budget will reach the limit = 100%).
  10. Save the game under number 00001.
  11. Click "Play as character" or just unpause and wait until the smokes burn out. Go back to the mode - Game Master.

You will see that the smokes did not disappear after completing their task - this is the first problem because they take away the Master's budget.

  1. Save the game with the smokes worked out (this is important).
  2. Remove the smoke from the map (using the "Delete" key).
  3. Save the game again. Note that after removing the smoke, you now have a budget for system objects (budget again = 92%).
  4. Start playing as a character.
  5. In the headquarters tent, use the construction menu to build (at least) 2 residential areas (large) and 2 hospitals. I placed them in camp B1 (in addition to the existing objects).

Note that when creating objects, the budget for objects in the headquarters building was not taken into account - at all!

  1. Enter the Game Master mode again.

Note that the Game Master's system object budget has become 104% - this means that the Game Master cannot do anything if the player has built something.
This is the second problem!!! The budget of the system objects of the headquarters tent and the Game Master are not coordinated.

  1. Save the game! There will be new jokes now!))

Remember what the game shows for objects, it should be:

  • objects = 47%
  • people = 1%
  • cars = 18%
  • system objects 104%.
  • Load the game!!! Yes-Yes)) The same one you just saved).
  • Look what happened!

The smokes we deleted = resurrected!!!
The weather settings have been reset to standard.
System objects and just objects have multiplied!!! the game shows the budget:

  • objects = 52%
  • people = 1%
  • cars = 18%
  • system objects 134%.
  • Remove the smoke. Play a little more as the player (1-2 minutes). Save the game again! Remember the budget!
  • Load the saved game.

Result: the smoke appeared again)) and the budget grew even more.

Conclusion.
The "Game Master" game mode is currently not playable.
