Issue Description:
With ScenarioFramework when using predefined groups the ability to create new groups via the group menu in game is disabled. This issue only occurs once two or more predefined groups have been added to the faction config/manager regardless of if “Create predefined groups only” is enabled.

Please include reproduction steps here!!!!
With a ScenarioFramework scenario, create two predefined groups in a faction.
Run via peer tool and join both both clients to the same group, the ability to create a group doesn’t function for the non squad leader.

Additional Information

Functions fine when adding one predefined group as I assume this is similar to the vanilla behavior of prepopulating the faction with 1 group when not using predefined groups.
