Issue Description:
With ScenarioFramework when adding extra RadioTransceviers to the radio bag prefabs that have the “MANPACK” attribute in SCR_RadioComponent the last channel added is only usable to the player.

This can be viewed with the vanilla R107M which by default has two RadioTransceviers and the relevant attribute in the RadioComponent, when used the player can only transmit on the last channel entered and are unable to tune frequencies for the first channel.

Steps To Reproduce

Add the R107M to a USSR character prefab and add that prefab to the loadout manager
When spawning with the loadout select the CH1 frequency and attempt to transmit, the CH2 frequency will be displayed and you will be unable to tune/transmit on CH1

Alternatively just select the R107M from the arsenal and attempt to transmit/tune CH1
This issue effects all radio bags

Additional Information

This can be solved by changing the attribute in SCR_RadioComponent from MANPACK to personal
