weapons will not automatically move to shoulder or holster slots if the "item will go here" icon is not already there. for example, if your character was logged out with a rifle in their hands, and then you log back in, selecting a different item in your inventory will not place the gun in your hands in the free/available shoulder slot automatically (which always has been the normal and expected behavior.) this can happen when picking up a rifle for the first time, if you need to quickly switch to a different weapon you already have on your character, you cannot do so without first dragging and dropping the new rifle into a free shoulder slot.
