Fragmentation shells are unavailable in the armory before attaining the rank of corporal, however if you use the take mortar shell option below the open arsenal option in the mortar arsenal you will take a fragmentation shell out of the armory, even if you are a private. If the fragmentation shell is going to be unavailable for ranks below corporal then this option should be unavailable to ranks below corporal aswell.
