At the moment you wont ever find a boat on official servers anymore since they were all taken and probably left somewhere in the water and then drifted away. I practically went along the entire coast with iZurvive to check where boats spawn, and did not find a boat anywhere. I did come across one in the middle of the ocean after i looked through binoculars to check out an island from afar for containers, it was way too far away to be able to swim to since you would just die before.
I would assume thats what happened with all boats since i doubt that all players left their boat secured somewhere, i am guilty of that too.
On the first day of sakhal's release i found a boat, checked out some islands and then got out at an ice platform and the boat i had probably just drifted away hundreds or meters and has not been touched by a soul since.

Steps To Reproduce
go on a private server.
Park boat at the shore without fully driving it on land, come back 1-2 hours later and the boat will be completely vanished
Additional Information
I doubt its intentional that boats are not supposed to respawn after being left idle for the longest time. As of now the only way to find a boat on an official server is to find it after one maybe drifted so far away that it got destroyed from the world border. Or if somebody took good care of their boat and you kill them while they are driving by in it
