After we build a Territory Flag and raised it, we noticed the flag was not affected by the wind direction.

Steps To Reproduce
- Build a Flag pole
- Raise a Flag
- Set wind setting higher, or wait for a blizzard to occur
- Watch the Flag not moving in the direction of the wind

The weather config was not enabled. Also, depends it was even included to be affected by the wind.
