When crossing the ocean to get to the islands on Sahkal, I'm noticing that items like matches are not getting a wet status allowing users to start a fire after reaching land.

Hello Ranervil.
Ballistic vest and Bushlat jacket have maximum wetness status "wet" and items inside cargo are getting wet status when parent item (clothes where those items are) is at "soaked" level or higher. So in this case it is as designed and items inside these specific clothes will always be dry.
