Some of the larger mags only fit two into the pouches. You can look at the pouches and see that there are 3 pockets, specifically shaped for mags. At the very least, 3 mags should always fit in pouches.

Alternatively, you could make it so that pouches have three attachment slots for mags. No inventory slots, only attachment slots that accept mags of any type.
