**Issue Description: Radial map marker menu is not properly detecting mouse to select the correct option

When entering the map and double-clicking to enter the radial menu to place map markers, only the bottom-most option is selected no matter where I move my mouse on the screen. For example, when trying to select between custom markers and military markers in the radial menu, it is literally impossible to choose the custom markers and only the bottom option, military markers, is able to be selected.**

Steps To Reproduce

Host single-player Game Master on Arland scenario
Place any character and play as character
Press M to enter the map
Double-click anywhere on the map to enter radial menu
Hover mouse over 'Custom Marker' to only see 'Military Marker' selected

While viewing the map, right clicking to open up the radial menu (rather than double left-click), and then backing out of the menu completely fixes this bug. Afterwards, using double left-click as I did in the video and steps to reproduce, seems to work as intended and is responsive to mouse inputs.
