Issue Description:

On PC you can host a local scenario and have admin Game Master access, so that you can spawn in AI, weapons, vehicles, etc, to help, especially when you play something like single-player combat ops.

Could you please add this access to Xbox console when you play a local scenario - it doesn't need to be a local server, just game master rights.
