When some players are on the shoreline for example and a boat goes by they can hear the wind noise that comes when the boat goes fast. That sound should only be played for the players riding the boat.

Steps To Reproduce
One player on the shoreline and someone else riding a boat out in the sea, the player on the shore will also hear the wind noise that should only come when riding the boat.

Can confirm this still happens on Experimental 1.26.158752, see attached video. The first half showcases the "whoosh" as heard when on the boat, which seems sensible, the second half shows it playing when a player is ashore.
