Steps To Reproduce
Try to join modded server with setup mods and join. Then realize you wont have time to download 12gb of updates and cancel. Now you have subscribed to all the mods and steam starts to load them. Only route to avoid this is to manually unsubscribe mods or set download limit example 1kb/s.
