Issue Description: On the paper navigational map, you cannot use your right stick, this creates an issue with placing the protractor tool, drawing lines and using the cursor on map.

Steps To Reproduce

With Xbox controller (gamepad) open the paper navigational map, try to use your right stick to move the cursor, place a protractor and you are unable to move it, try to draw a line and you are unable.
