cant drag prefab from resource browser to a layer in exp branch world editor. (1.2.0.38)
I can only add new prefabs via text by opening a layer file in a text editor.

Steps To Reproduce

Open experimental workbench and load Eden.ent world in the world editor.
Create Sub-scene and save world.
Try to drag any prefab from the resource browser to the default layer.
Get Red circle with a cross through it.
Select and copy any prefab from the greyed out Eden.ent default layer..
Paste in the sub-scene default layer.
You can now drag and add children to this prefab, but still can not drag a new prefab from the resource browser into the default layer as a parent.

Additional Information

This is really slowing me down getting my scenario ready for 1.2 stable

As a workaround I just realized I can drag the child prefab I want to add to the parent layer.
So you just need like a dummy prefab to let you add new stuff.
