[Experimental] Custom Prefab Loadouts Do Not Show Supply Cost

Description

When spawning into the Main Operating Base (Conflict), loadouts do not cost supplies. Also, custom prefab loadouts assigned using the loadout manager also do not appear to calculate supplies.

Spawning on the Main Operating Base is always free.

Cost is shown for other bases that must be captured - even for custom loadouts.

Modded items need to get their supplies cost added in the Character EntityCatalog.
