Add Masking to PP Effects

Description

I would absolutely love to be able to add more realistic Night Vision, but currrently it doesn't seem possible since we are unable to mask pp effects.

This would also allow us to be able to make 3d Night Vision optics, instead of using the lame outdated 2d ones.

I'm sure there's more reasons to add such a mechanic, but these are the one's I've been wanting for over a year now.

I second this.

Currently we can only create a circular mask (CGame::AddPPMask) which unfortunately only applies to lens distortion and gaussian blur.
Being able to provide custom masks (e.g. a grayscale .paa or .edds) and applying them to any PPEffect would be amazing and would open to endless possibilities (and @designful will be able to make his binoculars-shaped night vision goggles :D)

Please, it's not fair that STALKER and Escape From Tarkov modders can make cool stuff like this 😢

It also woud be nice to have alpha mask overlay of dirt/scratches

that is already possible with occluders @JerseyD911

I know it is possible, I was talking about adding it to vanilla.
