The World Editors layers do not always differentiate between layers of the same name in different folders.

Steps To Reproduce
  1. Create a new world.
  2. Create a new layer called "layer", create a new folder called "folder". In the folder, create another layer called "layer".
  3. Set the first layer as active, reload the world.
  4. The active layer will have switched from "./layer" to "./folder/layer".
Additional Information

This also affects e. g. layer visibility: It may happen that entities in layer A are not visible just because layer B is hidden.
