I use three languages on my keyboard. If I had one of the two languages choosen when I open the game, I can't type in the game chat, or change keybinds, until I exist the game, choose English for my keyboard, then open the game again.
Changing langauge while the game is running doesn't work.
Example: shift+alt until you have arabic for keyboard language, then open the game, you won't be able to type in chat, or change keybinds,, even if you press shift+alt and change to english.
Exiting the game, changing the english then opening it again, is the only way to fix it.

We are aware of this behaviour though we do not know when (or if) this will get addressed.
However, you can change language through Windows + Space key combination. No need to shut down the game.
