Server is lagging all the time

Description

Server shows 60 ping in the launcher, but when me and my friend logs into server, we got red label and pretty big ping (we're lagging, teleporting)

Other servers are good for us with a good ping, please help to solve this problem

upd:
we changed our server from DE:1390 to DE:1486 and still lags

Can you please post the exact times of when you have experienced the lag?
