Steps To Reproduce

0. set view distance and object distance to full (40000m)
- make a BLUFOR radar that has more then 30km range with a custom config
- place the radar at clear sight
2-1. add a UAV operator for player
- place the OPFOR plane with radarTargetSize=1 at altitude 5000m 40km away
- set the pilot behavior to careless and place the move waypoint to the radar
- start the scenario and take control of the radar and watch
target won't appear on radar until it gets close to 21.5~21.7km.
