When you want to refill the big bowser of the fuel truck, you can't just park next to the yellow fuel tanks found in bases and at the ports, you need to back right up to the pump.
If the area of influence was a bit bigger, say the same as the fuel re-supply point, this would sort this problem out.
I haven't had time to check the civilian gas-stations unfortunately.
