If you enter the game and you have a language other than English enabled, even if you switch to English in the game, it will not be possible to type a message in the chat. If you enter the game and the Windows language is set to English, you will be able to type a message in the chat.

Hello zarya.
There is definitely a problem that we are investigating, however, in the meantime you can try and switch language in game via Windows + space (works for us) instead of shift+alt (doesnt work currently).
