Bleeding particles do not support JIP

Description

Left:

  • JIP character (also works by being too far from the bleeding character (not replicated when coming close))
  • there is no bleeding particle

Right:

  • Server
  • bleeding particle is visible

The issue is that the bleeding particle is only added when the bleeding event is executed.
Any player that joins in progress (JIP) or outside the replication range for the bleeding event to execute, will not experience the bleeding particles from the bleeding character.

Steps To Reproduce
  1. start workbench arland conflict with 1 peer client. The main workbench world editor is the game master

2.1 Peer client is waiting to pick team
2.2 OR peer client is teleported away from the game master

  1. Game master spawns 15 unarmed soldiers
  2. Game master shoots all the soldiers until one of them starts bleeding and starts the bleeding particles
  3. Peer client joins the game and is teleported to the bleeding soldier
  4. Peer client is unable to experience the bleeding particles
