[0.9.9.62] binocular overlay appears forever after exiting build mode

Description

in Arland conflict, after exiting the build mode at a base with my AK out, a binocular overlay appears and does not go away. happens maybe 70% of the time. each time it happens a new binocular overlay is added so the screen slowly becomes obscured.
also happens on exiting arma vision mode.
the only way to get rid of it is to reconnect.
if I drop binoculars on spawning and so I don't have them in the binocular slot when I enter and then exit build mode, the weird problem doesn't happen.

have binoculars in their normal slot with the default loadout.
go to a base and enter build mode, build something, then exit build mode
bizarre binocular overlay instantly appears and can't seem to remove it even by dropping binoculars.

Seems to be related to Game Master mode. I had this bug too in offline Game Master.
Repro steps:

  1. Spawn as US Squad Leader (because he has bino)
  2. Switch to bino and use it (right click)
  3. Un-use it then go back to Game Master.
  4. Delete previous character and spawn as Ru Squad Leader.
  5. The previous bino overlay will be displayed permanently.

This is one of the worst new bugs since the medical release. The only way to rectify it is to leave the game and come back. I've seen it happen probably about 1/2 the time when exiting the base build mode in Conflict on Everon. Steps to replicate the error: go to the command post tent, enter build mode, exit build mode. That's it. Happens about 1/2 the time.
