It appears that they are firing while not being in the surrounding areas and killing players instantly without fail every shot heard is a player dead. It occured around the city of electrosavosk and neighboring cities around 2:50 pm eastern daylight time.

Shoot through walls and anywhere guaranteed kill of all players.

It appeared that as long as you stayed on the move they couldn't hit you as easily. I died to them twice, my steam name is Radical Swadian with the space inbetween.
