Players blocking vehicle depots

Description

Vehicle depots show [BLOCKED] when any players are standing nearby.

This makes it near impossible to spawn a vehicle at the start of a busy Conflict round, as there will be *many* people standing around the depot.

The difficulty in obtaining a vehicle quickly causes frustration, leading many to start team-killing in response.

  1. One player stand near vehicle spawning position
  2. Other player try spawn vehicle from depot.
Additional Information

Before this change was introduced in 0.9.8, there was no issue of vehicles spawning inside/on top of players.
