AT mines should not be able to be placed on vehicle spawn depots to block them or destroy spawned vehicles.

In fact, I would strongly suggest not allowing players to places mines within any of their team's base locations. This is something that trolls will have a great time doing just to mess with players. Reforger has a bad troll situation, please do not make this even worse by allowing "AT mine abuse".
