Description

Team MHQ should only be able to be disassembled by *Corporal* rank or higher.

Team MHQ should *not* be able to be disassembled by Private ranks. Often players of rank Private don't know what they are doing and just "try stuff out". MHQ needs to be protected from this.

Also, in terms of gameplay "leadership" it requires Sergeant rank to spawn a MHQ, so there is an inference that a Private rank would not be making important unilateral decisions about where a MHQ is located or if it is operating, so locking it down to Corporal or higher makes sense (making it Sergeant would be too restrictive).

Importantly, preventing Private ranks from disassembling a MHQ will prevent the cheating problem whereby players can switch accounts and join the enemy team, spawn on MHQ and disassemble it.

However, Private ranks should be able to *assemble* a team MHQ.

Obviously players of any rank should be able to disassemble an enemy MHQ.
