get into humvee driver seat
start engine
start driving
hold horn
after half a second while holding the horn, press gas and brake at the same time
hold all 3 for a second
let go of all buttons

it worked two thirds of a time for me
havent tried the set up with other cars yet

I can confirm it, works with all cars on 1.20 version. for me it was like that.
get in car,
press S(brake),
press H and hold a bit,
enjoy the infinite horn bug(it will get static to that place/location).
