Workshop Mod manager persets don't work if mod files deleted

Description

I had a different issue with the workshop, decided to make a preset to save the list of mods I have.
Because of a different bug, I have to delete the mod folders from my \ArmaReforger\addons folder.

After deleting the mods, I tried to reload my preset so I could re-download the mods, but the preset won't load unless I have the mods downloaded.

I expect the preset to allow me to download the mods if I don't have them installed

  1. download a few mods
  2. make a preset with the mods
  3. close game
  4. delete the mod folders in the \ArmaReforger\addons folder
  5. load game
  6. attempt to load the preset

The workshop is a lot of work and it will be a while until it's as good as steam workshop, hopefully it'll keep getting updates
