AK-style weapons zeroing steps inconsistent

Description

I noticed some AK style weapons (AK47, AK74, SA58, PKM) have their minimum zeroing set at around 440m, but when attempting to zero DOWN, it does nothing. However, when attempting to zero UP, it goes to 100m, 200m etc.

I don't know if it's a feature or not, but if it is, it it inconsistent with the other weapons that do not have it.

It may be a coincidence, but it does not seem to affect weapons that do have a "hundred only" steps, only those with default as 440m, 420m etc.

Steps To Reproduce
  1. Spawn as a soldier with AK47 or any of the other mentioned weapons
  2. Press PgDown to zero down (from 440m) - nothing will happen
  3. Press PgUp to zero up (from 440m) - zeroing will be set to 100m

According to devs this behaves as designed and it is called "Battle Zero".

Battle zero makes sense, but if we go step up or step down, shouldn't it go to 400 and 500?

A little bit confusing when normally page up makes zeroing go up
