A character can crawl under (or through) a hay drier (A frame) but not a haystack - which is a hay drier with hay on it. This seems inconsistent to be able to do one and not the other.

Heheh, I like the way you think. However, I think it would provide too much of an edge against the AI, I'm not sure even the proper occluder setup would fix that.
In the picture below you can "see" a US soldier that I used to fire a couple of shots. The AI around me has no answer to that, just stands around.
Only after being position directly in front of the hole, the AI opened fire, but the rounds couldn't penetrate the hay (tested with heavy machine guns too). Very lucky shots, sustained fire or stronger explosives to destroy the hay stack are needed... which is, obviously, quite funny and shoud be tweaked.
And yet -- So cool to be able to use one as an OP or setting up a cache there! The benefit of a concealed shooting hide is balanced by a limited angle of outlook and easily flanked. The haystacks don't look like they would stop a bullet because they are mostly empty- it's really just a 40-50cm layer of loose hay draped over a frame. I don't know how much work it takes to provide Ai with the strategy to deal with this but they are already good flankers and know how to use grenades so I don't imagine there is much more to it than that.
