I don't know if this counts as a bug. I am currently building my base and couldn't place any walls on the concrete slabs (shown in the picture). It isn't such a bad bug but a little bit annoying anyway because the base setup is a not as good as thought in the beginning. It is possible to build inside of buildings but not outside on the specific slabs.
