After the new hotfix that just came out for 1.19 the cars now seems to be becoming bugged when you put a tire on a car, i think it has something to do with the fact that anything you throw goes under the map and you cannot pick up the item (so when the tire is put onto the car it doesn't pop up out of the ground it stays sunk into the ground so it bugs the car) , even grenades arent blowing up when thrown.
