Currently when anyone speaks over radio on the same frequency, everyone will be able to talk over everyone. It should work like real-world radio, only one-way transmission. If two persons talk on the same frequency, then nobody should be able to receive the transmission

Steps To Reproduce
Two person (A and B) talk on the radio on the same frequency at the same time, both can hear each other.
Expected result: Nobody should hear A and B talk to each other that listening in on the same frequency
