PierShed_01 is used in many harbors throughout Everon. It has a second floor which you are capable of standing on. There however is no way to reach the second floor by default which I think is a missed opportunity. There are two places on the outside of the building that would be good for a ladder; the window on the second floor that has a wall below it on the lower floor. The inside doesn't currently have a good place to put it that wouldn't block potential vehicles from parking inside. Alternatively the interior could be changed so a better ladder position could be made in there.
