Downgrading damage worn to damaged should be the case since mixing dirty rags with clean should make all dirty..
But mixing clean with dirty should not upgrade rags.
I noticed this the other night but thought it was a bug of the modded server I was on.

It's damage, not dirt. Just because a rag has become a bit threadbare or torn should not have any impact at all on any other rags it is placed next to. Your bag doesn't become damaged just because you put a damaged gun in it.
