When more than 3 factions are assigned in Game Master mode then when user is presented faction selection screen he has to use arrow keys in order to navigate to the fourth faction as scroll wheel does nothing.

Steps To Reproduce
launch game master mode with mod that adds another faction (for eg. wz 93 Pantera):
- press [V] to open game mode settings and select more than 3 factions and save the changes
- press esc and close game master mode and thus user will be presented with faction selection screen
- use scroll wheel to navigate to the next page (as there are only 3 factions per page)
Since that doesnt work then user has to use arrow keys to navigate to the next page and then he is able to select fourth faction
