This seems to be AI in Conflict?
I would not judge the grenades so quickly, I noticed that in Conflict game mode the AI sometimes eats up like 1/3 of a magazine before it dies. It's either the Conflict AI being buffed to be harder OR hit registration failing hard due to the server issues.
Grenade damage against players felt OK the few times I used it - just the area of effect felt weak.
