Downloads will not start on their own. I have to pause and unpause to start the download. But then it freezes at 99%.

Is this related to the Steam Workshop mods?

That is through the in-game workshop browser. I actually just logged in to get a screenshot as an example and now I am experiencing a new behavior. Now when I start a download, it'll be in the download list for 10 seconds before automatically canceling the download.

I had a similar issue: connecting to a server with mods that I did not have, or did not have in the same version caused download to stop. A workaround was to go to in game mod manager, clock the mod, and click update when viewing a mods details. Did that with all mods and then I could connect to the same server.

Same result. Auto-canceling download.
