After starting the server, it loads evereything but at the end it says that it is unable to initialize the game.

Just had the same happen to me. Try removing your public IP address from the "gameHostBindAddress" field (so it's just empty quotes), while leaving it in the "gameHostRegisterBindAddress" field. This works for me.
